Final Effective Date: Enhanced Electronic Blue Sheet Submissions

FINRA and the other ISG‐interested members have extended the effective date for compliance with certain new data elements identified in Regulatory Notice 12‐36 to May 1, 2013. The Order Execution Time field must be added to the EBS format by November 30, 2012, as currently required, but it is not required to be populated for EBS requests that do not relate to a Large Trader until May 1, 2013. In addition, the name and description of the Entering Firm Identifier and Executing Firm Identifier fields are being revised, but the technical format specifications will remain the same. As with the Order Execution Time field, firms must add these fields to the EBS format by November 30, 2012, as currently required, but the fields are not required to be populated for EBS requests that do not relate to a Large Trader until May 1, 2013.

The November 30, 2012, effective date for the Order Execution Time, Larger Trader 1‐3 and Large Trader Qualifier fields with respect to Large Trader EBS requests from the SEC remains unchanged. The guidance that the Entering Firm Identifier and Executing Firm Identifier fields are not required to be populated in response to Large Trader EBS requests also remains unchanged.  For more information, see Regulatory Notice 12-36.
